  • Call to Order and Welcome! President Melanie welcomed members and guests to the Virtual Rotary Club of Stockton meeting!
  • Pledge of Allegiance & Four Way Test – Shannon Ding.
  • Thought for the Day – Kathy Hart via President Melanie shared a statement from Rotary International:“At Rotary, we have no tolerance for racism. Promoting respect, celebrating diversity, demanding ethical leadership, and working tirelessly to advance peace are central tenets of our work. We have more work to do to create more just, open and welcoming communities for all people.”
  • Virtual Head Table – Our speaker today, Stockton City Manager Harry Black; Matthew Grizzle, Zoom guru and President Melanie.
  • Special Thanks Today to – Matt Grizzle for orchestrating these meetings and Chad Sublet for his work on speaker recruitment.

Club Announcements

  • SRE Stimulation Challenge – Colleen Stewart has started a challenge to raise money for SRE.  Colleen and Corey Stewart donated 2 bell ringers and Blain Bibb matched for a heart stopper, Kevin Kauffman, Kuy Ky and Kathy Hart matched for one bellringer each.  There are only two meetings left, so notify President Melanie if you would like to accept Colleen’s challenge.
  • Kick-Out Committee Meeting – Past-President Michael Blower announced an in-person Kick-out Meeting in Past-President Bob Blower’s back yard at 4:30 pm on Thursday, June 4th.  I’m sure straws will be provided to push through your mask for refreshments.  Wait…what?!!  NO mask??  Say it isn’t so!
  • Program Committee Prep – President Elect Gary Frush announced that he has a great program committee working on recruiting excellent speakers for next year.  Past-President Chad Sublet has done a fabulous job this year putting together an administrative system to make organizing speakers straightforward for Dudley Drake to take over in July.
  • Quarantine Photos – President Melanie is soliciting pictures of what our members have been doing to flourish during the quarantine. Send them to Matthew Grizzle for display at our next virtual meeting! Send Matthew some photo’s!

    When we resume regular meetings…

  • Use That Credit Card at The Meeting – You may now pay for lunch, raffle tickets (minimum Credit Card Purchase of $5.00) and other purchase at the Club meetings with a credit Card.
  • Potential Members – To encourage Club members to bring a potential member to the Wednesday meetings the Rotary Club of Stockton will pay for the 1st meal of a potential member brought by a Club member.


  • $1,000 (2-Heart Stoppers) – Colleen and Corey Stewart donated 2 bell ringers and Blain Bibb matched for a heart stopper!

Guest Speaker

Speaker: Harry Black, the Stockton City Manager
Introduced By: Past President Michael Blower

Past President Michael Blower introduced Stockton City Manager, Harry Black. Harry comes to us from Ohio and narrowly missed a stint in Texas by accepting the unanimous offer from the Stockton City Council.

On Harry’s arrival, Stockton is in recovery from the recession crises and enjoys one of the most financially healthy situations of any city in the nation.  Now, the city will face the financial ramifications of the pandemic.  In the case of Stockton, our sales tax base is very diverse and there may be a revised budget with some adjustments mid-year, but no lay-offs are planned at this time thanks to the long-range plans made during the recession.

As of this morning, San Joaquin County had accumulated 982 cases and 38 deaths from COVID-19.  The worst case healthcare scenario has been avoided thus far and it is expected that our healthcare services are now adequate to handle what may come.

During our meeting today, there were about 700 individuals peacefully protesting in Martin Luther King, Jr. Plaza.  Stockton is uniquely positioned with excellent leadership to hear and address their concerns.  The city manager feels that Police Chief Eric Jones has an outstanding reputation for 21st century-style leadership and community policing partnerships.

Housing and homelessness continues to be a challenge.  Much money has been spent to try to solve this problem with nominal results.  One aspect currently being addressed is cleanliness throughout the city.  New strategies must be considered at a statewide level to completely re-engineer the response to this problem.

A system using data analytics to help the city become more efficient in providing the best services possible is being installed.  Questions from Rotarians focused on the permitting center, historic preservation and the unsheltered population.
