Dave Mantooth-District Governor. Dave Mantooth is a charter member of the Escalon Sunrise Rotary Club since 1991. He has been a member of its Board of Directors in some capacity for the past 19 years, serving as Club President in 1996-97 and 1999-2000. On the District level, he has served as District Treasurer, District Interact Chair, twice as Assistant Governor, and chair of two District Conferences (2004 and 2010) and a Foundation/Membership Seminar. In addition, he has served on a number of district committees, including Budget and Finance, Grants, RYLA Oversight, Long Range Planning, Youth Protection, and Youth Exchange. He has also been a RYLA counselor, an Interact Advisor, and conducted club and area speech contests.

Internationally, Dave has traveled twice to the Philippines to oversee a matching grant; to Kenya as part of Project Hope and many more places. Please click here for more information about our speaker.

Jon Coupal – President of the Howard Jarvis Taxpayers Association

California Taxpayers-An Endangered Species

Jon discussed the features, benefits and misconceptions of Proposition 13. He told us about the various challenges faced by taxpayers in California. Mr. Coupal reminded us that The Howard Jarvis Taxpayers Association is a non-partisan association. One of the main challenges the association faces is identifying what are true fees imposed by governments and what are actually taxes that are called fees to circumvent legal processes.

Mr. Coupal gave us some alarming statistics about California. For example, California is 14th in the nation in property taxes collected, 3rd highest in income tax in the nation, the highest in gas taxes in the nation, highest in corporate taxes, worst credit rating in the nation as a state, just recently passing Louisiana, and finally more people moved out of California in the last year at a rate of 1.4 million primarily because jobs are migrating out of California.

Finally, Mr. Coupal said that they are beginning to see some progress in California in the form of some transparency in government.

Club Announcements

The Wheel editor suggests that persons email their announcements to prior to publication of the weekly edition. This will make sure that we present your information the way you wish and not our sometimes mangled interpretation of your verbal presentation.

The Rotarian Magazine – Kristen Dyke, reminded us to distribute The Rotarian in the community. The club has stickers with the Rotary Club address to cover your personal information. Pick em up and stick em.

New Generations – Director Floyd Crame informed us that Edison Interact has had a large turnout for this coming year. Nick Curtin is our representative there. Dave Tygett has been able to start an Interact Club at Ceasar Chavez High School and it also has been well attended.

Job Shadowing
– Gary Frush,Vocational Director, informed the club that in October he will need volunteers to help with the Job Shadowing program. Please see Gary if you can help.

Celebration for Dominican Sisters
– Kelly Huffman informed us that there will be a 135th Anniversary celebration mass and reception at O’connor Woods on September 25th, beginning at 1pm to celebrate the Dominican Sisters arrival and contributions to the city of Stockton that they have made.

Kids in a Box – Nick Curtin asked for assistance on September 16th and 17th to help transport students for the kids in the box fundraiser for Haven Of Peace homeless center. Contact Nick at

Dictionary Distribution – Susan Drake. We are getting ready to distribute dictionaries to third graders in 17 schools. If you would be interested in helping hand out the books please let Susan Drake know. It usually takes 1-2 hours and we have plans for various days and times. Also, next Thursday we will be putting labels on the books. Join us at 2:45 pm where we hold the rummage sale, near the corner of Bianchi and West Lane. Contact Susan at


Labor Day Party – Gary Hansen and Steve Morales, two of the big players at the Labor Day music fest that featured Rotarian Gary Hansen, Mike Torres, Jr., “Brothers from Other Mothers” and “The Flippin’ Joes!” This special fundraiser benefited the Stockton Emergency Food Bank and also Read To Me, Stockton! It was held at Valley Brew.

Read to Me, Stockton! update– we have 164 signed up and they will receive their first book in October.

John Harmon Annual Boat Trip – a trip is planned for Saturday September 10. Our destination will be the Delta Yacht Club. Depart times will vary with boat. BBQ at 12:30. Menu – BBQ Tri Tip, BBQ chicken, baked beans, salad, rolls and wine. Oh, and cookies. Cost, $20 for adults, 12-18 $10, under 12 free. No host bar by Delta Yacht Club. Boots, Bales and BBQ – Rich Good. We need auction items and sign ups for our party of the year. Let’s go all, this is our major fund raiser. Contact Richard at

Stockton Rotary Centennial – the date is Feb 1, 2014. We wish to make this a celebratory series of events to share a century of service with the greater Stockton community. The committee has chosen five areas of focus. They are Projects, Events, Book, History and Publicity. If you wish to help in one or more of these areas please contact Susan Drake at We are in need of historical items for our club to include in publications and media announcements. We are asking past presidents and all our members to put on their thinking caps, search your offices and homes for historical tidbits. Please contact Frank Whitney at to help him in this task.

Grocery Card Fundraiser Our new card has the Rotary logo and name on them. Grocery rebate cards are available at the meetings. The Club will receive a rebate of 3% of purchases at SaveMart, Smart Foods, Food Max, and Lucky s. The card may also be used when purchasing pharmaceuticals. To date we have received over $1339. If you would like additional cards for family, friends see Susan.
